MID-TERM ELECTIONS - November 2, 2010

REMINDER: Any 17 year old who will be 18 by October 2, can register to vote and will be able to vote on November 2, 2010.

We normally meet the first Monday of each month, excepting holidays or other special events, at our Party headquarters located at 914 Norman Alley in Conway (see map below for location).

The following information has been provided to the HCRP by Mr. George Edwards:

On Tuesday, June 29th, South Carolina legislators will vote on the Voter ID bill. The Senate and the House each have their own versions. The Senate version has slightly more relaxed standards. Right now, the Senate version has been approved by all 46 state senators. But, several House members are adamant that their tighter standards must be approved.

The Senate bill would accept South Carolina government photo ID in addition to the U.S. Government photo ID required by the original House version. And it allows 15 days early voting where the House version allowed only 10. In either bill voting machines would be available for use during the early voting period.

Neither bill changes the absentee ballot requirements which allow voting up to 30 days before the election and paper ballots to be taken home for completion. A reason is required for absentee balloting although not necessarily verified but the early voting period is open for everybody. Neither bill would go into effect for two years to allow time for Justice Department approval.

The version that the Senate has passed unanimously mirrors the current Indiana and Georgia voter identification laws that have passed muster with the Justice department and because of this and its support by all the South Carolina Senate, white and black alike, makes it very likely to be accepted by the Obama Justice Department. The original House bill was not passed unanimously and does not have the support of an existing clear precedent for Justice Department acceptance.

Although the differences do not appear to be highly significant, if a version acceptable to both houses is not approved Tuesday, the opportunity to get voter ID in S.C. is not likely in time to have an effect during the 2012 Obama campaign. However if the House accepts the Senate version, the likelihood that that version being accepted by the Obama justice department before the Obama election is high.

We need Voter ID in South Carolina. Please consider voting for the Senate version on Tuesday. Let's start now; it can be amended later. If the House refuses to accept the current Senate version, it is possible that a changed Senate will go along with the current House version in later years. But at best this would not make it in time for the 2012 election. And the opportunity to ever get both houses to agree on Voter ID may never again occur.
